1864 (24 Nov.) "On Public Service Only" envelope (212x87mm., opened-out) from a member of the Road Board at Christchurch and addressed locally to the Secretary of the
Public Works locally, showing boxed "detained for postage" and subsequently reposted on 1 December with 2d. pale blue (Plate I, worn) horizontal pair tied by two strikes of the "ch.ch" duplex; the envelope with horizontal and vertical creases well clear of the adhesives.
